It's not just about the penalties and how much it costs us. It hurts our neighbourhoods, damages nature, and is dangerous for people, especially when dangerous items are being dumped.

  • Environmental damage: Contamination to soil and water from fly-flipping can last years, especially if it contains toxic material or asbestos. This can disrupt the environment and cause problems for wildlife and plants.
  • Impact on children: Play areas become unsafe for children, leading to injuries and exposure to dangerous substances.
  • Community impact: Not only does fly-tipping make outdoor spaces look run down, but it can also cause unpleasant smells and attract pests.

In 2023/24, we spent over £18,000 disposing fly-tipping. This doesn't include the costs of our staff time or fuel.

We tackle fly tipping by working closely with our local authority partners. If there is a large fly tip and the perpetrator can be identified from the waste, the local authority will send out a warning letter and may bring the perpetrator in for a Police & Criminal Evidence (PACE) interview. Failure to attend the interview is a bigger offence than fly tipping and can result in a large fine.

If there are items fly tipped and we can't identify the perpetrator then we will monitor the area, possibly with CCTV. We can also post letters to neighbouring properties with photographs, giving residents 7 days to remove waste they may have dumped. The local authority can issue a Fixed Penalty Notice (FPN) fine of up to £1000 for fly tipping.

Fly-tipping on Halton Housing land

If you believe the fly-tipping is on Halton Housing land, you can report it to us and we will deal with it.

When you report it, you'll need to provide:

  • As much detail as possible about the location of the fly-tipping or littering
  • If you witnessed the rubbish being dumped:
    • The date, day and time of the incident
    • A description of the people dumping the waste
    • If a vehicle was involved - a description of the vehicle, e.g the make, model, colour, registration number
  • If you didn't witness the fly-tipping
    • An approximate date of when the rubbish was dumped, or when you first noticed it
    • A description of what has been dumped, and the quantity
    • Your name and contact details - we may need to contact you for more information to help us to prosecute the fly-tipper - You can upload a photo with your report

Reporting fly-tipping on none Halton Housing land

Fly-tipping on private land If the fly-tipping is on private land or land owned by other housing associations we are unable to remove it. The owner of the land would need to do this and you should contact them. You can search who owns a piece of land or property by visiting gov.uk at https://search-property-information.service.gov.uk/

Fly-tipping on public land

Your local council has responsibility for acting on reports of fly-tipping on public land. This includes both the removal of fly-tipped waste and the prosecution of those responsible.
