Highest ratings awarded by the Regulator of Social Housing

The Regulator of Social Housing has today published a regulatory judgement, regrading Halton Housing’s financial viability rating to the highest standard, V1, reaffirming that we are a financially robust organisation and have the financial capacity to deal with a wide range of adverse scenarios.

We have also retained our G1 governance rating giving us an official rating of G1/V1.

In September 2023, our viability rating was regraded from V1 to V2 reflecting the particularly challenging economic conditions at the time.

Since that time, we have taken positive action to further strengthen our financial position and are delighted that this has been recognised in this most recent assessment by the Regulator of Social Housing.

2025 will see the launch of Halton Housing’s new 3 Year Corporate Plan. Our strong financial position will enable us to make positive investment decisions to deliver on the ambitions we will commit to in this plan.

Clive Deadman, Chair of the Board of Halton Housing, said: “We always strive to achieve the highest possible standards in everything we do, so this judgement of a return to V1 is welcome news indeed. It is pleasing that the Regulator of Social Housing recognises the review and progress we have made to strengthen our already strong financial foundations.”

Our G1/V1 rating means: 

  • G1 – we meet the Regulator of Social Housing’s governance requirements as set out in their governance and financial viability standard. 
  • V1 - we meet the Regulator’s viability requirements as set out in their governance and financial viability standard and we have the capacity to mitigate our exposures effectively.
